  1. Wait for 360 turns.
  2. Attack for land.
  3. Build markets.
  4. Repeat step #2 and #3 until it's no longer possible to send any more attacks.
  5. Then spend your remaining turns making money.
  6. Use the money earned from cashing to purchase some food and military units from the Public Market.
